Democracy, an open-ended ideal of citizen self-rule and with equal respect among them, remains a core value in this country, though the key conditions of support for its promised popular sovereignty — citizen respect from government and results for citizens — have disappointed in recent years. Most of the rules in the U.S. system of representative (“republican”) democracy are set by our states. But municipalities certainly have a role to play in those rules’ interpretation and their application, and can initiate all sorts of other non-electoral ways to assure citizen input and government accountability. ProGov 21 policy roadmaps to this broad area include: Democratic Engagement, Campaign Finance, Transparency and Ethics in Local Government, Home Rule & Fighting State Preemption, Regional Coordination, and Voting Rights
