This ordinance amendment prohibits landlords of single-family homes from circumventing existing eviction controls through rent increases. Exorbitantly increasing rent is a strategy employed by landlords to coerce into vacating their rental units. This ordinance also clarifies that rent increases intended to defraud, intimidate or coerce tenants into vacating their units may qualify as tenant harassment.
