In Chicago, racial and economic inequity are reinforced by uneven development in transportation systems, since the adoption of Transit-Oriented Development (TOD) policies, almost 90% of new TOD projects have been concentrated in the North Side, Northwest Side, Downtown, and the West Loop-areas that are whiter and wealthier-while the South and West Sides have seen little investment. In response, the City of Chicago developed an Equitable Transit-Oriented Development (ETOD) Policy Plan to embed equity in development near transit. The plan also calls for the integration of ETOD principles into the city's broader land use, transportation, and economic development efforts, especially through the forthcoming citywide plan.
