Small Donor Tax Credits: A New Model

A tiny minority of donors uses campaign contributions to limit voter choice by making it less likely that candidates without access to those donors can gain voter attention and run competitively. To protect our democracy, this report recommends small donor matching programs that use public matching funds amplify small donations. There is substantial evidence from New York City and elsewhere that a small donor matching system can make significant progress in achieving those goals.
