The U.S. workforce training system is inadequate, with insufficient investment from both government and businesses. Firms are training fewer workers and often favor those that are already better educated or higher paid. Workers experiencing wage stagnation face uncertain returns even if they invest time and money into training programs. This report proposes increased labor representation on state and local workforce development boards to ensure workers have a stronger voice in training decisions, and supporting labor-management intermediaries that develop and oversee high-quality, sectoral training programs.
