This report finds that girls of color in foster care are exposed to high rates of sexual violence and early pregnancy. Additionally, frequent school changes, lack of access to early childhood education, higher discipline rates, and low achievement rates can be the barriers for education to students in foster care. This report contains recommendations that policymakers should pursue to reduce obstacles to education faced by girls in foster care.
