The federal transportation funding system is outdated, giving cities little control over funding and project decisions, despite their growing needs. To improve safety, equity, and sustainability, cities should have more authority to direct funds, approve projects, and access expedited delivery processes. Congress should also reform the suballocation system, provide direct federal funding to qualified cities, and offer technical assistance to help cities manage these resources effectively.
