King County GreenTools Roadmap to a Green Building Program

This report provides guide to creating green municipal building codes and practices that improve energy efficiency, water conservation, waste reduction, and environmental and economic performance more broadly. The roadmap guides cities through foundational steps such as conducting a city self-assessment, creating a green team, generating program support, and building program infrastructure. It also provides guidance on developing and phasing program features and funding mechanisms.
