Across the U.S., workers and their communities continue to grapple with historic levels of inequality. States and cities must harness the full potential of infrastructure spending by attaching and enforcing robust job quality requirements on all federally funded projects. This memo serves as a primer, outlining the key components of a robust enforcement framework for good job standards in federally funded projects. Key principles include establishing clear guidelines for compliance, designating an enforcement agency with sufficient authority, ensuring consequences for noncompliance are clear and significant, requiring the maintenance and proactive submission of records, and including worker organizations in implementation and compliance monitoring.
