Project Labor Agreements (PLAs) are collective bargaining terms for all contractors, subcontractors, and workers involved in a development. Local governments can use PLAs to promote equity by incorporating local hiring goals, targeting disadvantaged workers. They often include wage and benefits standards, no-strike clauses, and standardized conditions and benefits.
