In addition to causing financial distress, housing affordability issues are associated with a decreased ability to pay for health care and other essential needs and poorer physical and mental health outcomes. This brief examines the relationship between state preemption of inclusionary zoning policies and health outcomes and provides recommendations for local leaders. Best practices include race conscious housing policies, removing restrictions on multifamily housing construction, and utilizing a racial equity framework when implementing inclusionary zoning.
