On-Street Parking Management vs. Off-Street Parking Requirements

New developments that do not include off-street parking creates demand for spillover parking, which increases housing costs and creates various nuisances for the surrounding community. Cities should implement Overnight Parking Permit Districts, which would restrict overnight parking to residents and incentivize developers to build off-street parking as needed. This article highlights additional measures for off-street parking management including selling nonresident permits, dedicating revenue to public services, and providing free transit passes to tenants can further support the policy and encourage the use of public transit, cycling, and walking.
