This ordinance creates a fifteen-foot buffer zone around clinic entrances in which individuals are prohibited from congregating, patrolling, picketing or demonstrating. The ordinance also prohibits, within 100 feet of the facility's entrance, an individual from barring another individual's access to a facility or from approaching within eight feet of that individual to leaflet, display a sign, or engage in oral protest, education or counseling unless that person consents.
