Measure JJJ is a citizen-sponsored ballot initiative in Los Angeles that imposes requirements on development projects seeking zoning changes. These requirements included minimum affordable housing standards, training standards, and labor and wage regulations. Developers must make a percentage of new units affordable, hire licensed contractors, provide local job opportunities, pay standard wages, and employ workers from apprenticeship programs. The measure also assesses the impacts of community plan changes on affordable housing and local jobs, creates an affordable housing incentive program for developments near major transit stops, and makes other changes related to affordable housing.
