Although minority and/or women-owned business enterprises (MWBEs) serve a critical role in our national economy, they are more likely than most other businesses to face disproportionate economic challenges. To address this MWBE programs can alter traditional procurement rules to increase the number of government contracting opportunities available to MWBEs. This brief outlines the steps local governments can take to establish an MWBE program in their locality. It also features case studies of successful MWBE programs.
