This act establishes the authority to contract with the Sustainable Energy Utility (SEU) to administer sustainable energy programs in the district of Columbia. It also sets up an advisory board for the SEU and defines their responsibilities. The act includes provisions for a renewable energy incentive program, establishment of the Sustainable Energy Trust Fund and associated assessments, amends to existing energy-related acts, and establishes benchmarks for energy usage in public private buildings.
