Establishing Procedures and Criteria for the Appropriate Use of a Project Labor Agreement (PLA) on Major King County Capital Construction and Alternative Delivery Projects Executive Order PER 13-1

This executive order mandates project labor agreements (PLAs) for all significant capital projects undertaken by King County. These PLAs are comprehensive pre-hire collective bargaining agreements that establish terms and conditions of employment for an entire construction project and are binding for both contractors and sub-contractors. This order defines which projects need PLAs, and what those PLAs are required to include.
