The Fair Representation Act (FRA) presents a comprehensive national solution that would give a greater voice to voters of color. This policy brief examines states under the FRA, highlighting the benefits of the FRA such as candidates making cross-racial appeals, providing communities of color with more power in deciding a seat, and consistent representation rather than unpredictable single-member districts.
