Although local governments have jurisdiction over most of the road in Wisconsin, the state provides aid to local governments to help them pay for their construction and upkeep. The state's General Transportation Aids (GTA) program is the primary vehicle for delivering road aid. This report discusses the purpose and distribution of GTA payments, compares GTA with other forms of transportation aid, examines GTA data, and provides policy recommendations to improve the GTA program.
