Building Energy Codes for a Carbon Constrained Era: A Toolkit of Strategies and Examples

Zero energy buildings are energy-efficient buildings that produce as much energy as they consume. This report presents strategies to advance the development and adoption of zero energy building codes in state legislatures. Recommendations include establishing a statewide zero energy building code plan, implementing stretch building energy codes, implementing building energy rating policies, and more.
