In 2010 the Minnesota legislature set a goal of having universal Internet access across the state with download speeds of 10-20 Mbps and upload speeds of 5-10 Mbps no later than 2015. As of 2014, Minnesota is not on track to meet these goals, because internet access varies significantly across the state. While some communities boast speedy networks, others rely on inferior satellite access or even dialup. A significant factor explaining this variation is whether local governments have taken an active role. Minnesota local governments have embraced a wide variety of strategies to provide universal fast, affordable, and reliable Internet access. Some local governments have built their own networks, while others have partnered with private companies or cooperatives. This report outlines case studies of 12 different cities and counties across Minnesota, to provide insight on some of the best strategies local governments can employ to expand internet access.
