This ordinance requires planned superstores to complete an economic impact analysis before seeking approval for their projects. These reports shall identify whether the superstore would result in the physical displacement of any jobs and businesses; the demolition of housing; the destruction of green space; and more. The Community Development Department shall review the economic impact analysis report and, after consideration of economic benefits and costs, make a written recommendation as to whether the proposed Superstore will result in a materially adverse economic impact on the Impact Area and, if so, whether conditions are available which will mitigate the economic impact.
