Historically marginalized renters are faced with rising costs, deteriorating conditions, and a system designed to favor landlords and management companies over tenants. Cities must do everything in their power to even the playing field and ensure renters in their community are guaranteed quality housing and treated fairly by landlords. Local municipalities can overcome state preemption by requiring landlords to register with the city, implementing more robust inspection policies, forming a tenant bill of rights, offering pro bono legal assistance, and reducing blight in majority rental neighborhoods.
