While turnout among young voters has increased, there is still a gap between the youngest eligible voters and their older counterparts. This report provides best practices, model legislation, and policy examples for advocates and policy makers aiming to increase voter engagement among the younger generation. It recommends voter pre-registration for 16 and 17 year olds, advocating for allowing student IDs as valid forms of voter ID, promoting same-day registration, and recruiting students as poll workers.
