As cities invest in multimodal transportation and expanded public transportation, the question is if they are built, will people use these options. Evaluation methods for these programs have not evolved enough, missing opportunities to improve efficiency and help transportation authorities better assess and improve their programs. This report proposes best practices for improving evaluation methods, applying logic models, and other protocols for ensuring data accuracy, transparency, and scalability.
