This report recommends the city unify payment methods and fare system administration, provide free or discounted interagency transfers, aligning fare structures across agencies, and integrating with other transit modes and systems. For each recommendation it outlines implementation steps and provides a yearly cost estimate. It also features case studies that have successfully implemented more equitable and coordinated transit system reforms.
