For decades, immigrant communities have continued to face increasing threats of profiling, deportation, and hate crimes, enabled by renewed and growing local cooperation with federal immigration enforcement. This report urges local governments to adopt sanctuary policies that limit such cooperation, protect immigrant rights, and promote inclusive, safe communities-such as refusing ICE detainers, shielding immigration status, and ensuring access to services without fear to improve public safety by maintaining trust in law enforcement
