To address traffic congestion, the city of Richmond the city should expand the GRTC Pulse Bus Rapid Transit system, invest in public transit, and develop bike lanes and pedestrian infrastructure to support multimodal transportation. The removal of parking minimums promotes alternative transportation options which enhances connectivity and access to services and activity for residents while mitigating the consequences of climate change.
