This model ordinance prohibits smoking in public places (e.g. restaurants, health care facilities, and retail stores), places of employment, private clubs, residential facilities, and certain outdoor areas. It also grants any person in control of an establishment (i.e. owners, operators, and managers) the right to declare that establishment a nonsmoking place.
