City governments can lead the way to global climate resiliency through environmental sustainability ordinances. In 2013, Boston passed BERDO 1.0, which focused on reporting and disclosing energy and water usage in large buildings. In 2021, the city expanded BERDO to include emissions reduction targets and performance standards, renaming it BERDO 2.0. The aim is to reduce greenhouse gas emissions from large buildings in Boston, and ultimately to achieve net-zero emissions by 2050. BERDO is enforced and regulated by the Boston Air Pollution Control Commission.
