Employers often fail to invest in training due to fears that competitors will poach workers they invest in, leaving workers without the information and support systems they need to navigate career ladders and labor markets. To address these challenges, this report proposes forming industry partnerships that coordinate training across entire sectors. The report highlights successful Wisconsin initiatives that illustrate how sector-based collaborations between businesses, educational institutions, and public agencies can enhance job training, improve industry connections, and create clear pathways for career advancement.
