This act requires that government contractors pay a prevailing wage rate to all workers who are employed on public works and public building maintenance projects in the state of Washington. It defines the prevailing wage rate as the hourly wage, usual benefits, and overtime pay provided to the majority of workers from a given trade within their locality. It also requires the prevailing rate be determined by an industrial statistician, ensures apprenticeship workers receive the prevailing rate for apprenticeships of their trade, and outlines enforcement mechanisms for contractor noncompliance.
