Traditional methods of expanding road networks have led to increased vehicle use, traffic congestion and greenhouse gas emissions.. In partnership with community organizations and experts, Madison developed this policy guide for implementing transit demand management (TDM). Strategies to create more accessible and welcoming environments include: implementing fees for congestion and parking, promoting public transit use and carpooling, and enhancing walking and cycling infrastructure to reduce environmental impact.
