The High Road To Economic Prosperity: An Assessment of the California Workforce Development Board's High Road Training Partnership Initiative

In 2017, the California Workforce Development Board launched the High Road Training Partnership (HRTP) project to create a workforce development framework for improving skills, increasing competitiveness, and creating economic mobility. This report evaluates the HRTP and finds that it offers more inclusive industry leadership, builds collective power, prioritizes systemic issues, and creates a more responsive workforce development system. It provides recommendations for California policymakers to strengthen the HRTP model, increase adoption and implementation, assure HRTP sustainability, and promote workforce system alignment.
