Smaller legacy cities are vital for a national low-carbon transition but lack the fiscal capacity and institutional support to engage in sustainability planning. This report calls for "green regeneration" by integrating climate resilience, environmental justice, and green economic development into local policy. It recommends building cross-sector partnerships, hiring sustainability staff, repurposing vacant lots, expanding mass transit, and leveraging federal infrastructure funding to equitably revitalize these cities and enable their participation in a low-carbon future.
