This report finds that most Metropolitan Planning Organizations (MPOs) could benefit from reforms that give them sufficient authority to guide regional planning, establish elected board members or population-based appointments, and implement state-approved performance standards. It explains that reforming MPOs will positively impact all areas effected by transit and land use planning, boost their public image, and save public funds as transit systems become more efficient.
