An increasing number of people are dying in incidents involving the use of tasers by law enforcement. In spite of these rising fatalities, few police departments regulate the number of times officers may use a taser on an individual or provide sufficient training on appropriate taser usage. This report calls on local governments to pass stricter legislation restricting the use of tasers in non-life-threatening situations; adopt policies that minimize the risk of death when tasers are used; and revise training materials for officers.
