This toolkit highlights four successful rural initiatives-focusing on economic development, community engagement, ethnic organizing, and faith-based services-that build inclusion through local partnerships, refugee leadership, and welcoming narratives. Together, they offer replicable strategies to foster belonging and self-sufficiency for newcomers in small-town America.
