Decarbonizing the U.S. economy necessitates an unprecedented level of construction to develop new renewable energy infrastructure. However, these large projects often face local opposition, especially when the projects involve novel technologies that are new to communities. To address local concerns, developers can enter into a community benefits agreement (CBA) with a host municipality, which they can tailor to meet the specific needs of the community and mitigate the impacts of a project. This roadmap outlines 35 best practices for both developers and host communities to negotiate and draft CBAs.
