Although US immigration policy is regulated at the federal level, local governments still play a role in protecting the rights of immigrants, regardless of their citizenship status, and promoting their economic and social incorporation. ProGov21's Immigration Roadmap calls on local governments to adopt sanctuary city policies, municipal ID laws, and language access policies. It also urges them to promote noncitizens' access to work, counsel, and healthcare.
