Unlocking Potential: The Inland Empire Black Worker Center's Transformative IE Works Program

Across California's Inland Empire, Black workers have the highest unemployment rates and lowest median earnings. To address this, the Inland Empire Black Worker Center implemented a pre-apprenticeship program that prioritizes the dignity of Black workers while preparing them for high road jobs in the water and wastewater sector. This report finds that pre-apprenticeship strategies are successful both qualitatively and quantitatively and shows the need for deeper investment in Black workforce development programs. It recommends that policymakers develop a full employment model for the water and wastewater sectors and prioritize non-restrictive funds for increased stipends and wrap around support.
