Cities can create a more resilient water system by transitioning to an integrated water management framework (IWM). By creating an IWM and developing a set of principles and the approaches that recognizes water as a resource, cities can manage all water as an asset, whatever form it’s in when it first enters the city. For example, rain can be an invaluable resource rather than a nuisance, and should be treated as such. In order to make this shift, cities must capture all possible value by integrating water management into every other city decision, from land use to economic development planning. This report outlines steps stakeholders can take to begin the transition.
