Reimagining public safety in Cleveland 

Public safety crises involving mental health, substance abuse, and race-related violence negatively impact the residents directly involved and the community as a whole. The report recommends cities strengthen support for residents by establishing co-responder initiatives for 911 calls, community oversight of police action, and relocating funds from police departments to housing and mental health.
