2020 Madison Ordinance 61593 Ordinance Creating the Office of Police Independent Monitor & Civilian Oversight Board

This ordinance creates the Office of the Independent Monitor (OIM) and the Police Civilian Oversight Board. The OIM shall monitor MPD programs, activities, investigations, and use-of-force incidents; make recommendations to the chief of police; appoint counsel for aggrieved individuals; make policy recommendations; and submit an annual report to the Mayor and Common Council. In contrast, the Police Civilian Oversight Board consists of diverse members nominated by community-based organizations. Its duties are to evaluate the effectiveness of the OIM, supervise the OIM’s independent monitor, conduct community outreach, and more.
