Assessing Threats and Opportunities of 2-4 Unit Rental Properties in Five City of Madison Neighborhoods

A lack of affordability reduces housing choice and introduces housing instability and its adverse impacts on health, education, and employment, contributing to poverty. This report highlights displacement threats in the City of Madison and provides recommendations for expanding 2-4 unit properties. It recommends creating a holistic committee to create a preservation catalog of at-risk properties, devising a stabilization funding program to stabilize renters, and accelerating the acquisition of properties through land banking.
