Cities must rethink their strategies for incentivizing mom-and-pop landlords to participate in eviction prevention programs and advance housing stability. Best practices include establishing both financial and non-financial incentives, including the voices of a diverse array of landlords, and gathering qualitative and quantitative information on the efficacy of incentives.
