Cities must rethink their strategies for incentivizing mom-and-pop landlords to participate in eviction prevention programs and advance housing stability. This toolkit provides recommendations for increasing incentives to engage landlords in local eviction prevention efforts and improve landlord, tenant and city relationships. Best practices include establishing both financial and non-financial incentives, including the voices of a diverse array of landlords, and gathering qualitative and quantitative information on the efficacy of incentives.
