This report outlines successful case studies and best practices for developing equitable procurement strategies and recommends leveraging procurement to invest directly in firms led by people of color, reducing bonding and insurance practices that shift risk onto business owners, and conducting targeted outreach to expand contracting opportunities to underserved populations.
