Failed approaches to traffic safety in the U.S. are contributing to high traffic fatalities and injuries on urban streets. This report provides cities with technical and policy guidance on setting safe speed limits on city streets. It recommends implementing default citywide speed limits, creating slow zones, and conducting Safe Speed Studies to determine speed limits that best minimize risk.
