The United States’ House consists of 435 representatives, which is not sufficient in yielding equity or true representative democracy in a continuously growing country. In order to promote fair representation among the states and ensure that all voices are heard in Congress, rather than abiding by a static number, this report suggests that the United States needs to return to a dynamic method of determining the size of the House, through the Wyoming Rule or Cube Root method. This report calculates the potential effect of implementation of both the Wyoming Rule and the Cube Root method; it also analyzes the strengths and weaknesses of both approaches and elaborates on the ramifications each plan would have on the American political system.
