This report addresses how current transit practices can marginalize groups of people. For example, fare structures make transit unaffordable to people with low incomes, policing brutalizes and discriminates against Black and brown riders, infrastructure is inaccessible to people with disabilities, and more. This report also explores how some agencies are combating marginalization by establishing new protocols to prioritize riders who have historically been neglected.
